Who's paying what for the new park on Block 5 in the South Park blocks

Given the difficulty I've experienced trying to find out who pays/paid what for improvements in South Waterfront, I'm going to post information about who's paying what for other projects as they're approved and the numbers are readily available. That should make it easier to compare final reports with initial estimates, after completion of projects.

Today: Who's paying what for the new park on Block 5 in the South Park blocks. The construction contract is on the City Council's Agenda on Wednesday. It says:


Total Construction costs: $ 4,500,000 (estimated "with a Confidence Level Rating of Low" - insert your own snide comment here).

Total Project cost: $6,000,000
Source: Portland Parks & Recreation - doesn't specify where the other $1.5 million comes from or what it will be/was spent on


$1,575,000 - Portland Parks Foundation (private donation from an anonymous donor)
$1,225,000 - Portland Development Commission (Urban Renewal Area tax increment funds)
$1,000,000 - Moyer Family Trust
$700,000 - City (through the Mayor’s 2007/2008 annual budget)

The project may include an underground parking structure under the park on the surface.

Amanda: Do you know if the Anonymous Donor is still negotiating for a discount on naming rights? Might that be the string attached to the missing $1.5M? Between that angle and the utter lack of need for this project, Park Block 5 has become a source of morbid fascination.

I don't know, Roger. The Parks site says they have all the money for the project, but their number is different from that in the ordinance on Wednesday's agenda. It's likely the $4.5m is just construction, while the $6 m includes staff time in Portland Parks & Recreation, and that already spent for the consultants helping plan the design. If so, it would be good to know whether PDC, Parks, or some other party picked up those costs. I'll amend my post if someone can give me the information, preferably with a reference to cite.

Here is the approved budget http://www.portlandonline.com/shared/cfm/image.cfm?id=163132 There are some interesting expenditures, $6+ million for PIR for example part of it to build an RV park.

On page 21 of 48: South Park Block 5, funding from the Parks bureau budget: Prior Years $126,320 Fiscal Year 2006–07 $378,355 Fiscal Year 2007–08 $1,800,000 Fiscal Year 2008–09 $300,000 5–Year Total $2,100,000 Subtracting the $700,000 listed under this year's "Mayor's budget", and adding the rest of the Parks bureau costs, brings the total closer to the $6 million posted.

The RV park would seem to have two possible uses: First, that would expand the capacity for out-of-town visitors to whatever big-league races Portland can attract -- Champ Car, IndyCar. Second, it hypothetically adds another revenue source
